That tiny hole is usually there for a practical reason—but it depends on which hole you mean.

If you mean the small hole at the end of the metal lever

On many standard nail clippers, the hole is primarily part of the lever’s construction and pivot/attachment mechanism. It isn’t a secret feature for cleaning your nails or removing hangnails.
